## Core Goals

- Support threaded discussions tied to RFQs or procurement requests for context-rich collaboration.
- Deliver timely email or in-app notifications to stakeholders and vendors.

## Functional Expectations
- Conversation threads should attach to RFQs with participant tracking and visibility controls.
- Negotiation history must be auditable, including document revisions and decision notes.
- Notification preferences need to be configurable per user, with delivery logs for compliance.

## Implementation Notes
- Reuse existing notification services where possible while adding vendor-facing channels.
- Ensure communication artifacts are retained according to records management policies.
- Provide UI hooks in procurement dashboards to view and respond to open threads.
